Voltar can also hover and teleport as well, but I don't think that either of them doing it is "unfair". Every character can reach / shoot / tongue at every place (except, maybe Voltar drones), so it's not like they are safe there. You can usually predict where they are going, plus you should always glance at your minimap to see where the enemy is if they are just off screen.
