Can you define "drafting?" I don't understand what exactly it is the program is supposed to do.

It's for tournaments. If you want to have some rules regarding picks/bans in a match, similar to the way professional DotA is played you can use that website.

PersonalHero is pretty much correct. Its a game for picking and banning characters before the actual game. It can be used by anyone not just for tournaments. One of our dev team members will be posting a video on how this works soon.

Note, this is an application not a web site. So users need to download a client (OSX, Windows, and Linux). The client can connect to a lobby server to join games.
