amp was always an inherent part of her design and it's likely gonna stay
she just deals a crapton of damage in addition to her great amp

Still think silence just doesn't belong on her with all her other ridiculous strengths. If you hit a 600 damage AoE which also silences and applies 25% amp (the best build).. it's the best teamfight ability in the game. Chicken in lunchbox should be lowered to +10%, any upgrade that more than doubles the base strength of something is pretty silly imo, like old sentry AA duration.

If we revert bike lock/bug jars/lunchbox chicken buffs and remove silence I think she'd be a lot more handleable, but still a top top tier character for sure since she has 1000 strong points about her and no clear weaknesses.

Penny has a potential of 2 CCs on both of her abilities, and they're all strong CCs as well, while I'd prefer her not having amp on pulse by base, at least a 5% nerf to the upgrade would be a good way to counter her dominance in teamfights and brawling.

Could we just remove Spiderbadge? While I love shooting a gun and having virtually no weakness, having an upgrade that completely changes the playstyle of a character and effectively removes counters while having almost no weaknesses really isn't healthy. That way you don't need to change a completely different upgrade to nerf this one.

Gameinsky is right, having one of the safest waveclear in the game, a wide AOE silence, a wide upgraddable amp, very good mobility and burst + DPS apparently isn't good enough.

You talk about how chargers have been permanent, used a charger skill, and a skill does not kill you and you have no damage, ability, speed, silence, no shifting, and your basic shift is 8.1 and most are 7,9.
Kill in 2 seconds, which is the cheat you are using, must be the chagers infinite, the strongest hability cause 808, even with max with 5 charge, which is the damage of 4 charges
