I believe this applies to every campaign mission but the amount you can exploit it depends on the mission

Parts of the game don't pause during cutscenes.

The only things that seem to actually stop during cutscenes (including the intro to every level) are the movement of units, passive generation of resources and the in-game timer.

Which means you can start every mission by just afking during the intro cutscene until the supply drop infront of you reaches 3. You can build workers or units before the game starts, so long as you start with enough gold to do it, by just pressing their assigned key.

TL;DR the game doesn't truly pause during cutscenes
