Patch 2.13.4
22-12-2015

General balance
-Creep health packs: heal reduced from 250 to 200.
-Health pack: heal reduced from 500 to 400.

XP system
-The amount of xp you get extra or less depending on the level difference between teams has been increased from 3% to 4%. This should keep the levels of teams a bit more equal. (Explanation: normally for a kill your team gets 40% of the total amount of XP that Victim's team needs to gain a level from 0 to 100%. If the victim is one level higher than you, you get 44%. If the victim is one level lower than you, you get 36%.)
-Damage increase per level from 4% to 3%.
-Health increase per level from 5% to 4%.

i mentioned that the hp nerf was dumb before the previous patch and it took until now for it to get reverted
shame nibbs isn't touched this patch at all

Don't quite get why this was done but I'm in a good enough mood now to let it slip. :think:

With the across-the-board nerfs to lifesteal and now these, I think the Balance crew is intentionally trying to keep 'nauts health-starved. It's one way to shorten games, I suppose.

So when your team's falling behind in level is it your best interest to just try and go for kills? Obviously it wouldn't be wise to completely neglect your lanes, but that xp gain per kill seems like it has a way bigger impact on your team than laning/pushing would.
