It turns out to be a thing with all teleportation. The classic way of doing this is to cheat death by teleporting right when a chucho bomb is about to detonate.

Here is Blatoy doing it with Nibbs: https://gfycat.com/calculatingneighboringdegus

And Marukyu doing it with Sentry: https://www.youtube.com/watch?v=ungppcIMtWA (it's at the very end at 3:54)

Most teleports grant invulnerability frames, so it is highly likely that Qi'Tara gets them when shifting as well.

I'm a little more ok with these nibbs/sentry examples than the escapes qitara pulled last night.

she teleported from being inside clunk's blast radius to...being inside clunk's blast radius. it looked broken and felt super cheap for her to be in the explosion radius the whole time without suffering the damage penalty.

Well Sentry can do the same thing as long as the explode would be the first damage in 2 seconds, and nibbs can do it like qi'tara. And if you think about it another way, the nibbs & sentry went from being inside the chucho bomb... to being inside the chucho bomb. I understand why you feel it to be cheap, but it's just how the game works and I don't think they're going to change a bunch of code just so they can take away cool nibbs plays at the same time.

(Edit) Ok talking with other people, apparently it was added because there was a random chance of hitting projectiles between the teleport destination, like yuri mines.

(Edit) Also, apparently every character can use this to avoid chucho bomb detonation on Starstorm by going through the portal at the right time

Don't play Clunk in the first place he's a walking trash can
