I'm under the impression that the ingame report system is, if I didn't know any better, for Ronimo to pretend they will review your reports but actually they are not looking at it.
I've reported players multiple times for real and not so real reasons but I've seen them all come back nonetheless. I've been reported by players for real and not so real reasons and I haven't been banned or anything.
